Matt stared at the scene unfolding before him. He expected the police to give the old man a strict warning or even a fine to keep him from entering the store again, but quite the opposite happened. Matt’s eyes grew wide as he saw Charles shake the hand of the officer and smile before getting up and walking out of the room. Matt couldn’t believe what he was seeing. What was going on?
